ISLAMABAD: The Federal Board of Revenue (FBR) has tightened procedures for real-time tracking and tracing of a wide range of import/export cargo, including transit cargo, oil, petroleum and lubricants (POL) exported to Afghanistan. , cargo transshipment and exports within the framework of Export Processing Zones and Special Economic Zones or French Zones.
The FBR has issued the Cargo Tracking and Tracking Rules, 2023 through a notification issued on Tuesday. According to the new regulations, the procedure will apply to the tracking and tracing of the following types of goods along the journey from the port of entry to the port of exit or from one warehouse to another, in real time.
No goods mentioned in these rules shall be transported from the customs port of entry unless tracking and tracing devices have been installed in the containers and vehicles. The transporter and transport operator cannot drive a vehicle unless a permanent tracking device is installed in the vehicle, as per the rules.
The applicant company will have to provide technological solutions based on GSM or GPRS or satellite communication or any other modem technology for the tracking and tracing of containers and vehicles carrying the cargo.
Licensees shall provide, establish and maintain a section related to monitoring the performance of licensed tracking companies at the Central Monitoring and Control Room (CMCR) at Old Customs, Karachi or any other designated control room by the Board.
The monitoring section of the CMCR will be equipped with hardware, software, plasmas, LCD, communications and other related equipment for the visualization, analysis of goods and vehicle movements and coordination with the licensee’s control room or any other interested party in case of alerts.
The license holder “must provide the necessary infrastructure to establish the Mobile Execution Units (MEU) including vehicles (4X4), the appropriate means of communication with the CMCR and the holders’ control room, respectively, and the ‘routine maintenance activity (POL, repairs, etc.).
The Project Manager shall communicate to the licensee the requirements of the Traffic Trading Directorates (HQ), in which the MEUs will be located in the Traffic Monitoring and Response Centers (TMRC) and will be located in shifts (24 hours and seven). days per week), as well as determining the total infrastructure required in terms of vehicles and related resources.
The Project Director of the Directorate General of Traffic Trade, Karachi; you will need to test the tracking and tracing devices, as well as the tracking system installed in the vehicles, before using them. If satisfied, the project manager will allow the use of tracking and tracing devices and the installation of the tracking system on the vehicles. The same procedure should be followed in case a new device is introduced.
