It landed upside down on the VRE tracks below and caught fire, police said.
The person who died has not been publicly identified.
Both directions of the Beltway were unable to access I-395 for a few hours, but WTOP Traffic reports that the ramps reopened by 5 a.m.
It’s unclear whether the crash will affect VRE operations or how long it might take to get the car off the tracks.
