Nguyen To An, deputy director of the Vietnam Registry (VR), said the scandals were like typhoons and tsunamis that will leave painful consequences.
To restore customers’ trust, An said VR has tried to fix problems and cover “legal loopholes”.
On February 7, VR presented a report to the Ministry of Transport (MOT), suggesting measures on vehicle registration activities, including waiving the first inspection for new cars; Use of IT in registration programming; and use of the 3S and 4S vehicle maintenance facilities to carry out the registration service.
The proposals have been applauded by the public.
In a December meeting, Transport Minister Nguyen Van Thang assigned VR to study and modify the procedures for the first inspection of domestically manufactured and imported new cars.
The minister asked to study a plan for these vehicles, under which the registration agency only registers vehicles, adds the information to the registration database and issues inspection certificates and inspection stamps without charge inspection service fees.
Prior to this, VR had created a working group tasked with studying the possible impact if the first inspection exemption is applied. The study, which was conducted from June to November 2022, on newly assembled cars and new imports with certificates in Vietnam, found that only 0.17-0.31 percent of vehicles could not meet the requirements and needed repair to register again.
VR has realized from the study that the registration exemption for new cars is reasonable, which ensures technical safety and environmental protection.
The agency said that if the inspection exemption is implemented, car owners will be able to save time and VND250,000-570,000 for each vehicle.
With 300,000 new cars with 9 or less seats purchased each year, the total amount of money to be saved would be VND75-180 billion. Car owners shouldn’t have to spend several days getting their cars registered.
Nguyen Quoc Huy, a salesman at Toyota Ha Dong Showroom, said manufacturers always check products carefully before letting vehicles hit the market.
If the proposal is approved, vehicle owners can register for new cars online (by paying tolls, applying for registration online or going to registration agencies to get registration stamps or getting stamps at home) .
